Hartasuma to Introduce Motorised Lift for Easy Access to Penang’s Waterfall Hilltop Temple
In conjunction with Thaipusam 2025, Hartasuma Sdn Bhd, the concessionaire for the Penang Hill Cable Car Development, has announced a Corporate Social Responsibility (CSR) initiative to improve accessibility at one of Penang’s most significant religious sites.
The initiative involves developing a motorised lift or people mover system to provide step-free access to the Waterfall Hilltop Temple in Pulau Tikus.
A Historic Temple with Accessibility Challenges
The Thanneermalai Shree Balathandayuthapani Devasthanam Temple, commonly referred to as the Waterfall Hilltop Temple, dates back to the 18th century.
Situated at over 100 meters above sea level, it is one of Malaysia’s largest temples dedicated to Lord Murugan and a vital cultural and religious landmark in Penang.
During Thaipusam, the temple attracts approximately 1.5 million devotees and tourists, making accessibility a key concern.
Currently, visitors must climb a steep staircase equivalent to a 20-storey building, posing a challenge for elderly worshippers, tourists, and those with mobility impairments.
Recognizing the importance of heritage preservation and inclusivity, Penang Chief Minister YAB Tuan Chow Kon Yeow praised the project’s long-term benefits:
“Improving accessibility to key cultural and religious sites is crucial in preserving Penang’s rich heritage. At the same time, it fosters an inclusive environment where people of all backgrounds can connect with our diverse culture.”
He also expressed support for more projects that enhance accessibility and strengthen Penang’s cultural and tourism landscape.

To begin the project, Hartasuma will conduct a comprehensive feasibility study to determine the best technical solution for the motorised lift or people mover system.
